September 26, 2002 <br />Page 3 <br />Buchanan discussed the facility, scheduling, and pricing of the black box theater <br />and compared it to other facilities and services in the community. <br />Lange and Holt agreed that the proposed arrangement and fees are reasonable. <br />It was moved by Holt, seconded by Lange, and carred 4-0 to adopt <br />Resolution No. 092602-A, setting use fees for the Hillcrest Center effective <br />October 1, 2002; that it be read in title only and all further readings be <br />waived. <br />9. ITEMS FOR DISCUSSION <br />A. Qualification Based Selection Process For Professional Services <br />Gibson said he appreciated the information. <br />Sorensen said that SB419 prohibits iocai agencies from selecting professional <br />services consultants based solely upon price, and defines criteria and <br />methodology for selecting consultants, but it does not require local agencies to <br />adhere to the entirety of the legislation. He said that generally staff uses the QBS <br />process as outlined by the state, and he discussed the criteria and components of <br />the QBS process and their application to the District process. <br />10. REPORTS AND ANNOUNCEMENTS <br />A. Open Space District (OSD) Advisory Committee Draft Agendas And <br />Summaries -- July, August, September 2002 <br />Gibson said that the open space district is moving forward to draft a ballot <br />measure, a facilitator has been hired, and the County and many districts, <br />including CRPD, are providing funding. <br />In response to Jacobsen's inquiry, Ward said that staff does not routinely attend <br />meetings, but Mark Towne of COSCA (Conejo Open Space Conservation <br />Agency) does. <br />Ward and Gibson explained that the District supported the enabling legislation, <br />which authorized Ventura County, with voter approval, to create an open space <br />district, and it will be on the 2004 ballot. <br />
