September 12, 2002 <br />Page 4 <br />meeting of the Goebel Senior Center Commission, Jeanne Cunningham was <br />selected to fill the unexpired two-year term. <br />It was moved by Berger, seconded by Lange, and carried 5-0 to approve <br />the appointment of Jeanne Cunningham to a two-year term, effective <br />immediately. <br />C. Approval Of Amended Youth Outreach Agreement For Fiscal Year 2002- <br />2003 <br />Scott reviewed pertinent facts, and stated that the agreement was updated to <br />reflect current program costs, from a not to exceed $40,000 to a not to <br />exceed $50,000 annually per agency. <br />It was moved by Gibson, seconded by Berger, and carried 5-0 to <br />approve the amended Youth Outreach Agreement for fiscal year 2002- <br />2003. <br />E. Approval To Execute Contract With Landmark Design For Preparation <br />Of Northwood Neighborhood Park Construction Documents <br />Pluth summarized the request for proposal process, and stated that there has <br />been considerable neighborhood involvement in the planning process of the <br />neighborhood park; the construction documents will cover the entire site, <br />although construction funding is limited to Phase 1; and seven proposals with <br />fees averaging $56,752 were received, and all met the requirements set forth <br />by staff. He said that staff recommendation is Thousand Oaks firm <br />Landmark Design, which has had considerable experience working with the <br />District; specifically, in the preparation of Kimber Neighborhood Park <br />construction documents, and the civil engineer is the same civil engineer that <br />was involved in the Rancho Potrero Equestrian Center. <br />In response to Lange's inquiry, Pluth said that overall, the fees were very <br />competitive, and two firms were within $350 of one another. <br />Gibson and Jacobsen requested that, in the future, more information on <br />vendors, criteria, and the decision process be provided to the Board. <br />Sorenson responded that information relative to the evaluation criteria <br />utilized by staff would be provided. <br />
