September 12, 2002 <br />Page 5 <br />In response to Jacobsen's concern relative to parking issues, Sorensen said <br />that the methodology agreed upon at the public hearing is that the neighbors <br />will keep staff informed if problems arise. <br />It was moved by Holt, seconded by Berger, and carried 5-0 to authorize <br />the General Manager to execute a contract with Landmark Design in the <br />amount of $48,850, and a 10 percent contingency, for the preparation of <br />the Northwood Neighborhood Park construction documents. <br />F. Approval Of Grant Easements For Installation And Maintenance Of <br />Electric Utilities At Lang Ranch Neighborhood Park And North Of Briar <br />Bluff Circle <br />Referencing a map, Pluth reviewed information relevant to locations and <br />easement requests. He said that the two Southern California Edison (SCE) <br />easements include access for the installation of equipment and the periodic <br />maintenance of facilities; at tang Ranch Neighborhood Park site, staff <br />opinion is that the physical and visual impacts of the installation will be <br />minimal; at Briar Bluff, since the proposed easement overlaps a recreational, <br />multi -use trail, staff has restricted installation to below grade; and the <br />easement is needed to provide utilities for residential construction now in <br />progress. <br />Berger and Gibson expressed concern that residential construction began <br />before easement approval was granted. Pluth said that the request is a <br />formality, no fees are involved, and nothing is being lost due to the easement. <br />It was moved by Holt, seconded by Berger, and carred " to approve <br />Grant of Easements for the installation and maintenance of electrical <br />utilities at Lang Ranch Neighborhood Park and north of Briar Bluff <br />Circle. <br />G. Approval Of Grant Easement To Southern California Gas Company For <br />Installation And Maintenance Of Gas Utilities North Of Briar Bluff Circle <br />Referencing a map, Pluth distributed Grant of Easement documentation, and <br />reviewed information relevant to location and the easement request. He <br />noted that the District owns the land, and the trail is part of the COSCA <br />(Conejo Open Space Conservation Agency) system. <br />
