June 6, 2002 <br />Page 4 <br />the facility shall be revenue to the District; the Arts Council will conduct an <br />annual review (audit) of financial records of the cooperative funds account <br />and provide a copy to the District; and the District will contribute to the cost <br />of printing the bi-monthly Art Scene publication in an amount not to exceed <br />$500 per issue. <br />Ward added that, since the District and the City operate under a specific <br />agreement relative to the Hillcrest Center, it is not necessary to include the <br />City in the agreement with the Arts Council. <br />In response to Holt's inquiry, Wiley said that the function of the Hillcrest <br />Center Operations Committee will evolve as conditions warrant, and the <br />committee will advise on facility maintenance and group usage issues. <br />It was moved by Gibson and seconded by Lange to authorize the <br />General Manager to sign the three-year Coalition Agreement for the <br />Arts between the Conejo Recreation and Park District and the Arts <br />Council of the Conejo Valley. <br />Berger spoke in opposition to the motion. He said that the relationship has <br />been well managed for 21 years, he has confidence that staff will report to <br />the Board if there is a problem, and he does not wish to micromanage <br />staff. Lange noted that on page 4 of the agreement it states that either <br />party may request review of the agreement within the first year. <br />The motion carried 4-1, with Berger in opposition. <br />It was moved by Berger and seconded by Holt to authorize the <br />General Manager to approve the continuation of the Coalition <br />Agreement for the Arts between the Conejo Recreation and Park <br />District and the Arts Council of the Conejo Valley after three years, if <br />there are no material changes. <br />Gibson spoke in opposition to the motion. <br />Jacobsen said he anticipates that if a problem is encountered or a need to <br />modify the agreement is identified, the General Manager can be counted <br />on to keep the Board informed and involved. Holt concurred. It was <br />agreed that the definition of a material change is anything in the judgment <br />of the General Manager that causes substantive financial or activity -based <br />change. <br />The motion carried 3-2, with Lange and Gibson in opposition. <br />
