June 6, 2002 <br />Page 3 <br />Sorensen provided background information, identified modification of the <br />funding source for play equipment at Triunfo Park, and noted the presence <br />of Josh Morris of Shilts Consultants, Inc. <br />In response to Board inquiries, Morris discussed assessment policies, and <br />stated that, due to a change in policy at the Assessor's Office, it would be <br />prudent to eliminate the assessment on mobile home coaches in mobile <br />home parks. <br />Holt requested that District facilities listed in the introduction of the <br />Engineer's Report be checked for accuracy. <br />Ward said that the total amount of revenue from mobile home assessment <br />was approximately $13,000 in 2001-02, and a refund protocol can be <br />established, if necessary. <br />It was moved by Gibson, seconded by Lange, and carried 5-0 to <br />adopt Resolution Number 060602-B confirming the Diagram and <br />Assessment and ordering the Levy of Assessment for Fiscal Year <br />2002-03 for the Conejo Recreation and Park District, as modified <br />relative to the list of District facilities in the introduction of the <br />Engineer's Report; that it be read in title only and all further readings <br />be waived. <br />B. Approval of Coalition Agreement For The Arts Between Conejo <br />Recreation And Park District And Arts Council Of Conejo Valley <br />Scott stated staff recommendation, and said that Wiley was present to <br />answer questions about the proposed agreement. <br />Holt suggested that the District be appropriately recognized in art bulletins <br />and publications. In response to Lange's inquiry, Wiley said that in the <br />past the District has contributed $350 per issue to the cost of printing the <br />bi-monthly Art Scene publication. <br />Lange requested that at the end of three years, or sooner if appropriate, a <br />report or update be provided relative to the agreement and relationship <br />with the Arts Council. <br />In response to Gibson's request, Wiley identified three substantive <br />changes in the proposed agreement: the rental fees collected for use of <br />
