March 26, 2002 <br />Page 3 <br />Jeannette Welling spoke in support of the use of the site by both runners and <br />equestrians. <br />Michelle Enge said that Waverly is a designated equestrian park, spoke of past <br />safety problems caused by runners and spectators, and said that equestrians have <br />maintained and enhanced the site with their labor. <br />Debbie Ketcham, president of Thousand Oaks Cross Country Booster Club, said <br />that they would like to share the site with the equestrians, and suggested that, for <br />safety's sake, the park be closed to equestrian use for 20 hours of runner activities. <br />Dan Del Campo spoke of the benefits of participation in cross country sporting <br />activities, urged a compromise approach, and noted other successful multiuse trails <br />in the community. <br />Joe Wells spoke in support of the joint use of the facility and said that participation <br />in cross country sporting activities provides young people with the opportunities to <br />seam skills. <br />Scott Quady spoke in support of the shared use of the facility. <br />Mike Enge, president of ETI, corral 37, said that the Board of Directors of corral 37 <br />support the Cross Country Team's use of the site to hold annual meets, subject to <br />conditions, all other events should be held at an alternative site, a community <br />service project by the team would be appropriate, and ETI's position is based on <br />serious concerns for safety. He expressed his appreciation to the Board. <br />Paul Nicholson spoke in support of the joint use of the facility, and said other <br />facilities do not meet the needs of the Cross Country runners, runners are taught <br />equestrian courtesy, they are willing to compromise, and he supported the <br />community service project. <br />Wendy Plyer spoke in support of joint use of the site, urged compromise, and said <br />perhaps the park could be limited to runners during their use of the site. <br />Gina Smurthwaite, past president of ETI, and speaking on behalf of COSTAC, <br />said the original intent of the agreement between the District and ETI has changed, <br />all area trails are multiuse trails and therefore rules of courtesy, caution, and <br />education are applicable, trails are not for timed races, cross education for both <br />groups is desirable, and COSTAC offers to mediate the situation. <br />
