February 21, 2002 <br />Page 4 <br />In response to Berger's inquiry, Ward stated that numerous public hearings <br />are part of the process for each Assessment District and the annual budget. <br />Lange expressed concern about the impact on staff workload resulting from a <br />citizen advisory committee. Additionally, he said that current channels of <br />communication and input are already in place, and he referenced the <br />numerous programs and facilities that have been developed with public input. <br />Jacobsen suggested that Capital Improvement Projects (CIP) information <br />could be provided to former members of SOPOS, the focus group, and their <br />continued involvement encouraged. <br />Gibson agreed that the District is an open agency, but said that citizens are <br />frequently uninvolved. He said that he cannot support an Assessment <br />District without a mechanism to ensure public involvement, and a citizens <br />advisory committee will not put an onerous burden on staff. <br />It was moved by Gibson to establish a citizen advisory committee to <br />provide input for the expenditure of District -wide assessment funds. <br />The motion died for lack of a second. <br />Lange noted that the Assessment District funds replaced funds lost by the <br />District to the State during the tax shift of 1992, and do not represent new, <br />discretionary funds for the District. <br />Jacobsen said that, historically, the District has proven itself to be a prudent <br />administrator of public funds, and the public hearing process will continue to <br />facilitate public input and recommendations. <br />B. Adoption Of Resolution Number 022102-A, A Resolution Directing <br />Preparation Of Engineer's Report For Conejo Recreation And Park <br />District <br />Sorensen noted a minor typo error on page 1, (Item 2, Section 5 should be <br />identified as Section 4), and stated that the resolution orders the preparation <br />of the Engineer's Report, which will be presented to the Board at a <br />subsequent meeting. <br />
