Proposal To Establish A Citizen Advisory Committee To Provide Input <br />For Expenditure Of District -Wide Assessment Funds <br />Gibson referenced the district -wide Assessment District established last year, <br />and said that, at that time, a significant amount of public input was provided <br />through SOPOS, (Save Our Parks and Open Space) a citizen advisory <br />committee. He said that budget expenditures must be approved annually, <br />and proposed the Board create a broad spectrum citizen advisory committee <br />to provide recommendations for the expenditure of Assessment District <br />funds. <br />Mario Diaz, Thousand Oaks, commended the Board for past work. He <br />spoke in support of broad spectrum community input, and said that the <br />advisory aspect of the committee should be emphasized. <br />Gina Smurthwaite, Thousand Oaks, spoke in support of a citizen advisory <br />committee for Assessment District funds, and commended the District for its <br />open, positive approach. <br />Claudia Satori, Thousand Oaks, referenced her past experience as a board <br />member in Sacramento, spoke in support of a citizen advisory committee, <br />and cited its benefits. <br />Chuck Huffer, Thousand Oaks, representing AYSO, Region 9, requested <br />that, if a committee is organized, AYSO be considered for representation. <br />He thanked staff for its recent support in the successful grant application for <br />Conejo Creek South. <br />Holt said she does not support a citizen advisory committee. She said that <br />excellent citizen access to staff and the Board already exists, Master Plan <br />documents, which serve as guidelines for budgetary decisions, are <br />developed with the help of citizen focus groups, and citizens are welcome at <br />all public hearings and have access to all documentation. <br />
