Recreation Division Report <br />Scott reported that the Young Artists Ensemble production of Beauty and <br />the Beast continues at Hillcrest Center Theatre through November 22, 38 <br />teens attended a Laken; basketball game at Staple Center on November <br />18; a free seminar, How to Prevent Fires and Falls, by the Ventura County <br />Fire Department will be presented at the Goebel Senior Adult Center on <br />December 4; on December 7 the annual Silver Starlight Bail will be <br />presented by Therapeutic Recreation at the Palm Colony Clarion Hotel. <br />Lange was pleased to note that approximately 1,100 teens attended the <br />Harvest Dance on November 15. Jacobsen commended Buchanan and <br />staff for their presentation of Beauty and the Beast. <br />C. Management Services Division Report <br />No report. <br />D. General Manager's Report <br />Ward highlighted the recent Legislative Committee meeting in Sacramento, <br />relevant legislation, and the budget deficit. He said that initial efforts and <br />drafting of the 2004 Local Taxpayers and Public Safety Protection Act has <br />begun; a hearing by the Senate Local Government Committee, relative to <br />the accountability and ethics of special districts, is scheduled for the week <br />of November 24. <br />Concluding, Ward said that action taken by the City Council to make the <br />current Two Winds location the permanent equestrian site, with the City <br />acting as lead agency, also includes the direction to resolve ownership <br />issues with the District. <br />E. Directors' Reports <br />Holt thanked everyone who attended the Veterans Day ceremony, and <br />stated her appreciation of staff efforts at the event. <br />
