November B, 2003 <br />Page 3 <br />Lange noted that the bid was approximately $26,000 below budget. <br />It was moved by Holt, seconded by Berger, and carried 5-0 to award the <br />bid for the two (2) utility bed trucks, the 1 -ton 4X4 flatbed truck, and the % <br />-ton pickup truck to Paradise Chevrolet in the amount of $89,577.90; funds <br />to be taken from account 10-20-340-4819. <br />C. Consideration Of Open Space District Advisory Committee <br />Recommendations <br />Ward referenced the documentation, and said that the District received <br />correspondence from the Ventura County Board of Supervisors relative to <br />recommendations for forming, funding and governing a Ventura County regional <br />open space district. He noted that, at the time the matter was considered in <br />April 2003, Board consensus was to support the broad objectives and <br />associated recommendations of the committee, with a single exception, that <br />being financing methodology. He stated two options available to the Board; <br />reiterate the current District position, or formulate an alternative response. <br />Ward said that Gibson served as co-chair of the committee and was a presenter <br />of the report to the Board of Supervisors. He invited to Gibson to provide <br />additional insight. <br />Lange thanked Gibson for his work on the committee. <br />Gibson stated that the recommendations were developed over 18 months, 41 <br />organizations were represented, and (OSDAC) Open Space District Advisory <br />Committee defined consensus as "the recommendations may not have been <br />the first choice of all members, but all members 'can live with' the <br />recommendation package." He discussed the composition and <br />recommendations of the committee, including definitions and criteria for <br />proposed open space acquisitions and projects, and a funding mechanism of <br />118 cent sales tax with a 10 -year sunset clause, and an appointed board as a <br />governing option. <br />Concluding, he said that the committee recommended two issues be put on the <br />2004 ballet for voter approval; establishment of an open space district, and a <br />sales tax funding mechanism. <br />Jacobsen stated his support for the measure, contingent on the ballot language <br />drafted. Gibson concurred. <br />
