Adoption Of Resolution Number 041003-A, A Resolution Adopting A Preliminary Budget For Fiscal Year 2003-2004, And Authorizing General Manager To Publish Notice Of Adoption Jorgensen stated that the purpose of the preliminary budget is to begin the budget cycle, including the Public Hearing process which will begin on May 1, and to provide an operating budget until the new budget is adopted in August. He said the budget is configured into four funds with corresponding budgets; the Districtwide Assessment Fund, General Fund, Note Debt Service Fund, and the Capital Improvements Fund. He noted that some completed projects have been removed from the Capital Projects Fund, the preliminary budget would be posted in the newspaper to generate community interest in the budget process, and, referencing the budget schedule, he said that the final budget would be presented to the Board by July 21, and is scheduled for adoption August 7. Berger requested a copy of last year's budget. It was moved by Berger, seconded by Jacobsen, and carried 4-0 to adopt Resolution Number 041003-A, adopting a preliminary budget for fiscal year 2003-2004 and authorizing the General Manager to publish the notice of adoption; that it be read in title only and all other readings be waived. B. Consideration Of Appointments To The Goebel Senior Center Commission Ward synopsized the appointments process, the March 26 election, the Commission vacancies, terms, incumbents, and candidates.
