Adoption Of Resolution Number 041003-A, A Resolution Adopting A <br />Preliminary Budget For Fiscal Year 2003-2004, And Authorizing <br />General Manager To Publish Notice Of Adoption <br />Jorgensen stated that the purpose of the preliminary budget is to begin the <br />budget cycle, including the Public Hearing process which will begin on May <br />1, and to provide an operating budget until the new budget is adopted in <br />August. He said the budget is configured into four funds with corresponding <br />budgets; the Districtwide Assessment Fund, General Fund, Note Debt <br />Service Fund, and the Capital Improvements Fund. He noted that some <br />completed projects have been removed from the Capital Projects Fund, the <br />preliminary budget would be posted in the newspaper to generate <br />community interest in the budget process, and, referencing the budget <br />schedule, he said that the final budget would be presented to the Board by <br />July 21, and is scheduled for adoption August 7. <br />Berger requested a copy of last year's budget. <br />It was moved by Berger, seconded by Jacobsen, and carried 4-0 to <br />adopt Resolution Number 041003-A, adopting a preliminary budget for <br />fiscal year 2003-2004 and authorizing the General Manager to publish <br />the notice of adoption; that it be read in title only and all other <br />readings be waived. <br />B. Consideration Of Appointments To The Goebel Senior Center <br />Commission <br />Ward synopsized the appointments process, the March 26 election, the <br />Commission vacancies, terms, incumbents, and candidates. <br />
