C. Adoption Of Records Retention Schedule Jorgensen stated that in the adopted 2002-2003 fiscal year budget the Board appropriated funds for a consultant to conduct a survey of District records and develop a records retention schedule, the work primarily involved Administration Division and General Manager records. In response to Holt's inquiry, Jorgensen said that the retention schedule is set by state law and statute. In response to Berger's inquiry, staff said that 30 years of Board packets, some human resource records, including past employees and Workers' Compensation information, and approximately 90 percent of blue prints and construction specifications dating from District inception are stored electronically. It was moved by Berger, seconded by Jacobsen, and carried 4-0 to adopt the submitted records retention schedule. 9. ITEMS FOR DISCUSSION A. Open Space District Advisory Committee (OSDAC) Assessment and Recommendations Ward stated that Gibson has served as District representative and co- chair of the Open Space District Advisory Committee (OSDAC), and authored the document entitled "Information for Ventura County Open Space District." He said that the matter was scheduled as a discussion item to enable the Board to provide input on major policy issues, and an appropriate response would be forwarded to the OSDAC. He referenced the documentation, specifically the Summary of OSDAC Assessment and Recommendations on Open Space District Issues. A discussion ensued and support for the broad concepts of open space and agricultural land acquisition and preservation, and an independent entity of appointed members to perform the mission were expressed.
