April 10, 2003 <br />Page 3 <br />It was moved by Holt, seconded by Berger, and carried 4-0 to approve <br />the appointments of Julia Hans, Shirley Kozlowski, Helen Milligan, <br />Ann Pruitt, and Richard Westland to three-year terms, effective July 1, <br />2003, and Loretta Cottman and Carol Kovacs to two-year terms, <br />effective immediately. <br />C. Adoption Of Records Retention Schedule <br />Jorgensen stated that in the adopted 2002-2003 fiscal year budget the <br />Board appropriated funds for a consultant to conduct a survey of District <br />records and develop a records retention schedule, the work primarily <br />involved Administration Division and General Manager records. <br />In response to Holt's inquiry, Jorgensen said that the retention schedule is <br />set by state law and statute. <br />In response to Berger's inquiry, staff said that 30 years of Board packets, <br />some human resource records, including past employees and Workers' <br />Compensation information, and approximately 90 percent of blue prints and <br />construction specifications dating from District inception are stored <br />electronically. <br />It was moved by Berger, seconded by Jacobsen, and carried 4-0 to <br />adopt the submitted records retention schedule. <br />9. ITEMS FOR DISCUSSION <br />A. Open Space District Advisory Committee (OSDAC) Assessment and <br />Recommendations <br />Ward stated that Gibson has served as District representative and co- <br />chair of the Open Space District Advisory Committee (OSDAC), and <br />authored the document entitled "Information for Ventura County Open <br />Space District." He said that the matter was scheduled as a discussion <br />item to enable the Board to provide input on major policy issues, and an <br />appropriate response would be forwarded to the OSDAC. He referenced <br />the documentation, specifically the Summary of OSDAC Assessment <br />and Recommendations on Open Space District Issues. <br />A discussion ensued and support for the broad concepts of open space <br />and agricultural land acquisition and preservation, and an independent <br />entity of appointed members to perform the mission were expressed. <br />
