March 27, 2003
Page 3
B. Authorization To Execute Conejo Valley Days Agreement For 2003 And
Accept 2003 Conejo Valley Days Permit Conditions
Scott Wolfe, General Chair of Conejo Valley Days, thanked District Board
and staff for year-round support. He said he was available to address
questions, and the permit conditions have been reviewed and agreed to.
Sorensen referenced and highlighted the amended agreement and balance
sheet, presented background information, and identified and discussed
substantive changes regarding breach of contract, lack of compliance,
extraordinary conditions, and fees. He said that a detailed expenditure and
revenue report will be provided to the Board by Conejo Valley Days
Activities Committee (CVAC) at a later date.
Gibson identified date errors in the agreement.
In response to Board inquiries, Sorensen said that the terms of $12,000
plus four percent of net have been used since 2000.
Scott Wolfe and Sorensen explained that subsequent to the 2002 event,
CVAC set aside $20,000 as a future contribution to capital development of
Conejo Creek South and $20,000 was set aside in 2001; the cumulative set
aside will be placed in an account with Ventura County Community
Foundation, requiring the signatures of both parties prior to release of
funds; a capital project has not been identified at this time; and the date of
the parade is May 3.
Sorensen said that site users have reported no negative impact during the
nonexclusive preparation period.
Gibson expressed support for Conejo Valley Days.
Ward noted that the relationship between the District and Conejo Valley
Days dates back to 1975, and said he is pleased that CVAC, the nonprofit
organization, now provides a funding mechanism to put funds back into the
community and site. He wished Wolfe a successful year.
It was moved by Gibson, seconded by Berger, and carried 5-0 to
authorize staff to execute the CVD Agreement for 2003, and accept
2003 CVD Permit Conditions, as amended.
