March 27, 2003 <br />Page 4 <br />9. ITEMS FOR DISCUSSION <br />A. Local Preference Purchasing Policy <br />Jorgensen referenced the documentation, stated that the information <br />represented a quick survey of governmental entities in Ventura County, and <br />explained the one percent sales tax criterion in bid awards. <br />Gibson stated his support for a written local preference policy. Holt, <br />Berger, Lange, and Jacobsen spoke in opposition to such a written policy. <br />Lange expressed appreciation for the report. Gibson said he supported the <br />concerns expressed by other Board members. <br />Staff said that vendors frequently send literature and samples, staff <br />preference is to buy local, a vendor file is maintained, and bids are <br />frequently sought. <br />10. REPORTS AND ANNOUNCEMENTS <br />A. Santa Monica Mountains Conservancy Meeting Notice And Agenda — <br />March 24, 2003 <br />Berger reported that four recent elections for proposed assessment districts <br />within the Conservancy's boundaries were successful. <br />11. DEPARTMENT REPORTS <br />A. Park Division Report <br />Sorensen reported that Gregor Mendel Botanic Foundation has applied to <br />the state for a name change to Conejo Valley Botanic Garden, and the <br />change is not expected to pose problems for the District. <br />Continuing, he said that the first budget meeting for the 62-1 assessment <br />district was held with five members of Support Our Parks and Open Space <br />(SOPOS) present, their priorities include funding for Northwood Park and <br />Conejo Creek Southwest, and a press release for the next meeting will be <br />published to encourage participation by a broad cross-section of the <br />community. Gibson asked to be informed of the meeting date. <br />
