January 9, 2003 <br />Page 3 <br />It was moved by Berger, seconded by Holt, and carried 4-0 to reappoint <br />Gibson as representative to the Civic Center Authority for a four-year <br />term. <br />It was moved by Berger, seconded by Jacobsen, and carried 4-0 to <br />reappoint Holt to the Teen Center and Services Authority for a two-year <br />term, term, and all other committees and appointments to continue. <br />B. Adoption Of Conejo Creek Southeast Mitigated Negative Declaration <br />And Supporting Information <br />Referencing the Conejo Creek Master Plan, phasing plans, renderings of <br />proposed vegetation, development permits, construction documents, and <br />correspondence, Pluth identified and discussed major considerations, key <br />findings of studies commissioned to further investigate potential lighting, <br />acoustic, visual, and vehicular circulation -related impacts, and other entities <br />involved with the site or the negative declaration process, including City of <br />Thousand Oaks, American Youth Soccer Organization (AYSO), Cal Trans, <br />and Conejo Valley Unified School District (CVUSD). <br />He indicated that the lighting study found that the existing "temporary" lighting <br />system is inferior to the proposed lighting system in every way, causing <br />maximum glare and spillover; the proposed lighting, with double shields for <br />minimum glare, consists of 21 90 -foot poles, which would illuminate 9 of 12 <br />soccer fields; and working closely with AYSO and collaborating with adjacent <br />neighbors, the decision was made to not light the two easternmost fields. <br />Regarding sound levels, he said that while there is a slightly projected <br />increase to the maximum, it does not reflect a change in the average sound <br />presence. He said that Cal Trans' proposed plans call for no freeway <br />expansion to the east (towards Conejo Creek South) and no adjacent sound <br />wall. <br />Regarding traffic, Pluth said that the study found that the project would not <br />significantly add to the existing levels of traffic, although detailed information <br />pertaining to the CVUSD proposed development was not available. <br />He noted the presence of AYSO Commissioner Tom Skiff. <br />In response to Board inquiries, Pluth said the baseball field will not be <br />lighted; the original mitigation declaration has already been made public; the <br />declaration will be submitted to the City Planning Commission on February <br />
