June 24, 2004 <br />Page 5 <br />It was moved by Berger, seconded by Jacobsen, and carried 5-0 to <br />approve the Mountains Recreation and Conservation Authority <br />(MRCA) Preliminary Budget for Fiscal Year 2004-05 as presented in <br />submitted documentation. <br />D. Approval Of Proposed Amendments To Mountains Recreation And <br />Conservation Authority (MRCA) Joint Powers Authority (JPA) <br />Ward stated that the State Department of Finance did not concur that the <br />initial amendments to the JPA adopted by the Board on April 8, 2004 <br />provided sufficient authority to an Assistant Financial Officer; the currently <br />proposed amendments provide that all accounting, fiscal and financial <br />management employees be appointed by, and responsible to, CRPD's <br />General Manager in his capacity as Financial Officer; such staff will operate <br />independently of, and without regard to, any direction from the Executive <br />Officer; and staff concurs that these modifications are appropriate and will <br />serve to support the JPA. <br />In response to Board inquiries, Ward said that it is the District's intent to <br />capture any costs associated with the changes and the JPA must be <br />reviewed and approved by Rancho Simi Recreation and Park District, <br />CRPD, and the Santa Monica Mountains Conservancy (SMMC). <br />It was moved by Lange, seconded by Berger, and carried 5-0 to adopt <br />the proposed amendments to the Mountains Recreation and <br />Conservation Authority (MRCA) Joint Powers Agreement, and <br />authorize the General Manager to execute the agreement on behalf of <br />the District. <br />E. Approval Of Agreement With Conejo Valley Historical Society, Fiscal <br />Year 2004-2005 <br />Ward stated that annually the Board is asked to approve separate one-year <br />addendums to the master agreement with the Historical Society, and staff <br />recommendation is approval of the agreement. <br />It was moved by Berger, seconded by Jacobsen, and carried 5-0, to <br />authorize the General Manager to execute the submitted one-year <br />agreement with Conejo Valley Historical Society for the period of July <br />1, 2004 through June 30, 2005. <br />
