Subsequent <br />staff background research and reference checks were very positive for both <br />EDAW and key EDAW staff. <br />Larkin and Wilson identified and highlighted several recent successful <br />projects managed by EDAW including Malibu Creek State Park and <br />Baldwin Hills Scenic Overlook, noting that there were no legal challenges to <br />either project, and discussed possible innovative approaches to public <br />meetings. <br />Pluth said that staff undertook a comprehensive investigation of EDAW, <br />EDAW is ready to begin work immediately, an eight month schedule is <br />envisioned for the huge project, and staff is familiar with all four firms. <br />Gibson expressed concern that EDAW's proposal was the highest bid. <br />Berger noted staff confidence in EDAW, Lange identified the positive <br />scoring differential between EDAW and Impact Sciences, which achieved <br />the next highest score. Berger, Lange and Jacobsen stated their support of <br />staff decision. <br />It was moved by Berger, seconded by Lange, and carried 4-1, with <br />Gibson voting no, to authorize the General Manager to enter into a <br />contract with EDAW, Incorporated in the amount of $190,460 plus 10% <br />contingency (for a total not to exceed $209,506) for the preparation of <br />Lang Ranch Community Park environment documentation; funds <br />available in Account Number 62-802-811-80502-001. <br />C. Approval Of Mountains Recreation And Conservation Authority <br />(MRCA) Preliminary Budget — Fiscal Year 2004-05 <br />Lewanda stated that, in accordance with the Joint Powers Agreement <br />(JPA), MRCA's preliminary budget is submitted to the District for approval; it <br />was approved by the Santa Monica Mountains Conservancy (SMMC) on <br />June 14, and will be submitted to Rancho Simi Recreation and Park District <br />for its approval; the recent revision of the JPA states that the MRCA Board <br />must adopt a work program prior to budget adoption by the Conservancy <br />and the Districts; and development of the work program is underway and <br />will be completed prior to final budget approval. <br />
