C. Adoption Of Resolution 051304-C, Preliminarily Approving Engineer's <br />Report For Districtwide Park Maintenance And Recreation District (62-1) <br />And Providing For Notice Of Public Hearing <br />Friedl referenced documentation. He stated that the resolution is for a <br />districtwide assessment, formed in 2001; Resolution No. 051503-C provides <br />for a noticed Public Hearing on June 24, 2004 to consider the ordering of the <br />improvements, and the levy of the proposed assessment is $26.96 per single <br />family unit. <br />In response to Board inquiries, Friedl, Ward and Jeanette Hynson of Shilts <br />Consultants explained assessment apportionment, noting that residential <br />properties, mobile homes and commercial/industrial properties are assessed <br />differently. It was explained that the recommended list of projects to be <br />funded with some portion of assessment district funds for Fiscal Year 2004-05 <br />consists almost entirely of projects previously identified in the five-year list of <br />projects, with the exception of a second dog park; and if the assessment is <br />approved, the projects will become part of the District's CEP (Capital <br />Improvement Projects) list, but project initiation will depend on the extent that <br />funds are available. <br />It was moved by Lange, seconded by Berger, and carried 4-0 to adopt <br />Resolution Number 051504-C preliminarily approving the Engineer's <br />Report for districtwide park maintenance and Recreation Improvement <br />District 62-1, and providing for a Notice of Public Hearing; that it be read <br />in title only and all other readings be waived. <br />D. Adoption Of Resolution Number 051304-D, Requesting Consolidation Of <br />November 2, 2004 Election <br />Ward explained that the proposed resolution requests consolidation of the <br />2004 election. Secondly, he said that the District's long standing policy with <br />respect to candidate statements would continue; specifically, that each <br />candidate, not the District, is responsible for the cost of his/her candidate <br />statement, and the statement is limited to 200 words. <br />It was moved by Jacobsen, seconded by Berger, and carried 4-0 to adopt <br />Resolution Number 051304-D requesting consolidation of the District <br />election with the 2004 statewide general election; that it be read in title <br />only and all further readings be waived. <br />It was moved by Jacobsen, seconded by Lange, and carried 4-0 to notify <br />the County Clerk that the District's long standing position with respect to <br />candidate statements is reaffirmed; specifically, that each candidate, not <br />the District, is responsible for the cost of his/her candidate statement, <br />and the statement is limited to 200 words. <br />
