Continuing, Friedl said that the recommend assessment for LIVID 94-1 (Dos Vientos Ranch) is $146.12 per single family unit, which is higher than last year's, but well below the maximum of the assessment range; the increase is due to the community park coming on-line; park site D will come on-line the first quarter of 2005; the playfield site is at least two years off; factors affecting assessment rates include the number of units and the cost of maintenance; $8,860/acre/year reflects the aggregate cost of maintenance of all park sites, $8,000/acre/year reflects cost of neighborhood parks only, and both figures are subject to many variables such as weather and individual site nuances. Concluding, Friedl said that upon passage of these resolutions, the Board will hold a noticed Public Hearing on May 13, 2004, and if final approval is granted at that hearing, the assessments are levied and will be sent to the County Auditor/Controller for inclusion on the property tax roll. It was moved by Lange, seconded by Jacobson, and carried 4-0 to adopt Resolution Number 042204-A initiating proceedings for the annual levy of assessments for fiscal year 2004-2005 and ordering the preparation of an Assessment Engineer's Report for Landscape Maintenance District No. 92-1 (Rancho Conejo Playfield); that it be read in title only and all further readings be waived. It was moved by Jacobsen, seconded by Lange, and carried 4-0 to adopt Resolution Number 042204-B approving the Assessment Engineer's Report for proceedings for the annual levy of assessments with Landscape Maintenance District No. 92-1 (Rancho Conejo Playfield); that it be read in title only and all further readings be waived. It was moved by Lange, seconded by Jacobsen, and carried 4-0 to adopt Resolution Number 042204-C declaring its intention to provide for an annual levy and collection of assessments in Landscape Maintenance District No. 92-1 (Rancho Conejo Playfield) and setting a time and place for Public Hearing thereon; that it be read in title only and all other readings be waived.
