In response to Gibson's inquiries, Ward stated that meetings have been held relative to Westlake Village's effort to build a coalition to develop playfield sites in Lindero Canyon area and Southshore Hills open space, but additional contract programming was not discussed. Benton said that the District provides year-round programs for Westlake Village. D. Adoption Of Resolution Number 040804-A, A Resolution Adopting A Preliminary Budget For Fiscal Year 2004-2005, And Authorizing General Manager To Publish Notice Of Adoption Lewanda stated that the purpose of the preliminary budget is to begin the budget cycle, including the Public Hearing process, which begins now, and to provide an operating budget until the new budget is adopted July 8. In response to Gibson's inquiries, staff said that public outreach in the budget process is through publications in the newspaper, website and summer brochure; and staff met with six representatives of SOPOS (Save Our Parks and Open Space), information was shared, and the representatives were pleased that staff is following the five-year plan. Consideration Of Appointments To The Goebel Senior Center Commission Ward synopsized the appointments process and the March 24 election, and said that staff proposal is to approve Commission recommendations.
