April 8, 2004 <br />Page 4 <br />It was moved by Lange, seconded by Berger, and carried 4-0 to <br />authorize the General Manager to execute the agreement between the <br />City of Westlake Village and the District for provision of an afternoon <br />summer recreation program, and authorize staff to proceed with the <br />implementation of the program on a reimbursed cost basis. <br />In response to Gibson's inquiries, Ward stated that meetings have been <br />held relative to Westlake Village's effort to build a coalition to develop <br />playfield sites in Lindero Canyon area and Southshore Hills open space, but <br />additional contract programming was not discussed. Benton said that the <br />District provides year-round programs for Westlake Village. <br />D. Adoption Of Resolution Number 040804-A, A Resolution Adopting A <br />Preliminary Budget For Fiscal Year 2004-2005, And Authorizing <br />General Manager To Publish Notice Of Adoption <br />Lewanda stated that the purpose of the preliminary budget is to begin the <br />budget cycle, including the Public Hearing process, which begins now, and <br />to provide an operating budget until the new budget is adopted July 8. <br />In response to Gibson's inquiries, staff said that public outreach in the <br />budget process is through publications in the newspaper, website and <br />summer brochure; and staff met with six representatives of SOPOS (Save <br />Our Parks and Open Space), information was shared, and the <br />representatives were pleased that staff is following the five-year plan. <br />It was moved by Berger, seconded by Lange, and carried 4-0, to adopt <br />Resolution Number 040804-A adopting a preliminary budget for fiscal <br />year 2004-2005, and authorizing the General Manager to publish the <br />notice of adoption; that it be read in title only and all other readings be <br />waived. <br />E. Consideration Of Appointments To The Goebel Senior Center <br />Commission <br />Ward synopsized the appointments process and the March 24 election, and <br />said that staff proposal is to approve Commission recommendations. <br />It was moved by Lange, seconded by Berger, and carried 4-0 to <br />appointlreappoint Charlie Courant, John Doane, Alberta Morita, <br />Athena Lawrence and Jeannette Rush to three-year terms, effective <br />July 9, 2004. <br />
