He thanked Ward and Lewanda for their efforts. <br />It was moved by Gibson, seconded by Lange, and carried 4-0 to adopt <br />the proposed amendments to the Mountains Recreation and <br />Conservation Authority (MRCA) Joint Powers Agreement (JPA), and <br />authorize the General Manager to execute the agreement on behalf of <br />the District. <br />B. Approval Of Non -Exclusive Easement And Agreement Between Conejo <br />Recreation And Park District And Signature Collection At North Pointe <br />Homeowners Association <br />Friedl provided background information. He stated that representatives <br />from the District, Signature Collection HOA and the developer, Pacer <br />Communities, have determined that the best alternative to satisfying the <br />brush clearance requirements along a portion of the boundary between <br />Oakbrook Park and properties in the Signature Collection is through a <br />brush clearance and fuel modification zone easement, which allows the <br />homeowners association to enter onto approximately 2.33 acres of District <br />property. He noted the presence of Charles Cohen, of Weston, Benshoof et <br />al., representing Pacer Communities, who worked with the interested <br />parties to generate the agreement. <br />It was moved by Berger, seconded by Lange, and carried 4-0 to <br />authorize execution and recordation of the submitted brush clearance <br />and fuel modification zone easement entitled: "Grant of Non - <br />Exclusive Easement and Agreement Between Landowners." <br />C. Authorization To Execute Agreement Between City Of Westlake Village <br />And District For Provision And implementation Of Summer Recreation <br />Program On Reimbursed Cost Basis <br />Benton stated that this will be the 18th year the District has coordinated the <br />very successful program; it continues to be well received by the City of <br />Westlake Village residents; and the basic program is the same as provided <br />in 2003, with the addition of three one-week morning camps. <br />in response to Gibson's inquiry, Benton said that the three morning <br />programs will be open to non-residents, and all proceeds will accrue to the <br />District. <br />
