Approval Of Warrants, Exhibit A <br />Accounts Payable Check Registers Total $505,480.75 <br />Payroll Total $231,186.78 <br />it was moved by Lange, seconded by Berger, and carried 4-0, to <br />approve the Consent Calendar as presented. <br />7. DEFERRED MATTERS <br />None <br />8. NEW ITEMS <br />A. Adoption Of Proposed Amendments To Mountains Recreation And <br />Conservation Authority (MRCA) Joint Powers Agreement (JPA) <br />Ward referenced the documentation, provided background information, and <br />noted the presence of Deputy Executive Director Rod Skei and Staff <br />Counsel Lori Collins of MRCA. He stated that the proposed amendments <br />to the JPA are related to recent concerns expressed by the Department of <br />Finance, relative to grant administration and separation of powers between <br />the Conservancy and member agencies; the proposal confers the power of <br />appointment and nomination of the fourth member of the Governing Board <br />to the three JPA members, who are 1.) a member appointed by the <br />Conservancy, 2.) a staff member of Rancho Simi Recreation and Park <br />District and 3.) a member of Conejo Recreation and Park District appointed <br />by the Board of Directors. Additionally, he said that the proposal will have <br />the effect of extending the functions of the position of Financial Officer, as <br />held by the Conejo Recreation and Park District General Manager, into a <br />closer relationship with MRCA administration; certain functions will become <br />the direct responsibility of an independent position of Assistant Financial <br />Officer appointed by the General Manager. <br />In response to Gibson's request, Ward provided background information, <br />relative to the appointment and nomination process. Gibson requested that <br />discussions of the appointment and nomination process be conducted <br />promptly, and a briefing of MRCA activities be presented to the Board. <br />
