DEFERRED MATTERS None 8. NEW ITEMS A. Adoption Of Proposed Amendments To Mountains Recreation And Conservation Authority (MRCA) Joint Powers Agreement (JPA) Ward referenced the documentation, provided background information, and noted the presence of Deputy Executive Director Rod Skei and Staff Counsel Lori Collins of MRCA. He stated that the proposed amendments to the JPA are related to recent concerns expressed by the Department of Finance, relative to grant administration and separation of powers between the Conservancy and member agencies; the proposal confers the power of appointment and nomination of the fourth member of the Governing Board to the three JPA members, who are 1.) a member appointed by the Conservancy, 2.) a staff member of Rancho Simi Recreation and Park District and 3.) a member of Conejo Recreation and Park District appointed by the Board of Directors. Additionally, he said that the proposal will have the effect of extending the functions of the position of Financial Officer, as held by the Conejo Recreation and Park District General Manager, into a closer relationship with MRCA administration; certain functions will become the direct responsibility of an independent position of Assistant Financial Officer appointed by the General Manager. In response to Gibson's request, Ward provided background information, relative to the appointment and nomination process. Gibson requested that discussions of the appointment and nomination process be conducted promptly, and a briefing of MRCA activities be presented to the Board.
