Authorization To Prepare Bid -Document Package And Solicit Bids For <br />Conejo Creek Park Southeast Improvements — Phase 2 <br />Pluth provided background information. He stated that it is critical to <br />maintain a regular schedule of Phase 2 activities to prevent a reduction of <br />playable fields or adversely affecting CVD (Conejo Valley Days) activities; <br />the phasing plan was developed around an annual "window of opportunity" <br />beginning when Conejo Valley Days leaves the site (mid-May) and before <br />AYSO occupies it (August); and to facilitate the schedule, a bid opening and <br />recommendation to the Board must occur in May. <br />In response to Board inquiries, Pluth explained that ideally, Phase 2 would <br />also include additional utility lines (water, sewer) for future restrooms and <br />drinking fountains, a blending of funding sources will be utilized from the <br />fiscal 2004-05 budget; staff would not propose to begin Phase 2 <br />construction without reasonable assurance that the three new Phase 1 <br />fields would be useable by AYSO, thus respecting the District's commitment <br />of no net loss of fields; staff will structure the bid documents with a range of <br />additive and deductive alternatives; it is anticipated that Phase 2 <br />construction would be completed before the Conejo Valley Unified School <br />District (CVUSD) begins any construction efforts; and staff is working to <br />provide a temporary through access for trail use, but the perimeter interior <br />loop will not be available until completion of grading. <br />It was moved by Gibson, seconded by Lange, and carried 5-0 to <br />authorize staff to prepare a bid -document package and solicit bids for <br />"Conejo Creek Park Southeast Improvements — Phase 2" with the <br />intention of opening bids and awarding a contract in May 2004. <br />Gibson suggested that staff investigate the use of waterless fixtures for <br />future restrooms. <br />9.
