Authorization To Execute Memorandum Of Understanding For Conejo <br />Valley Days Kick -Off Picnic And Children's Parade <br />Benton said that the Conejo Valley Rotary Club has requested use of the <br />Lakeside Pavilion in Conejo Creek North for Conejo Valley Days Kick -Off <br />Picnic and Children's Parade on March 6; in the recent past, the Kick -Off <br />Picnic has been at the Civic Arts Plaza Park, but that location is unavailable <br />this year due to construction on the east end of the property; and the <br />Memorandum of Understanding is similar to that used for the Oktoberfest <br />and other special events. <br />She noted the presence of Vern Dransfeldt, event chair, and Barbara <br />Weiss. <br />In response to Gibson's inquiry, staff said that approximately a thousand <br />people are expected, in contrast to approximately 10,000 who typically <br />attend the Oktoberfest. <br />It was moved by Berger, seconded by Lange, and carried 5-0 to <br />authorize staff to issue a permit and approve the submitted <br />Memorandum of Understanding to regulate Conejo Valley Rotary <br />Club's annual Conejo Valley Days Kick -Off Picnic and Children's <br />Parade at Conejo Creek North on Saturday, March 6, 2004. <br />B. Approval To Readopt District Investment Policy <br />Ward introduced Lewanda, and Board members welcomed her. <br />Lewanda said that Government Code requires the Board to annually <br />authorize the delegation of investment authority, the policy is the same as <br />the previous year, and of the three major components in an investment <br />policy, a high degree of safety and liquidity take precedent over rate of <br />return, and currently the District is invested completely with the Ventura <br />County Investment Pool. <br />
