February 5, 2004 <br />Page 2 <br />Directors congratulated and thanked recipients for their contributions and efforts <br />on the District's behalf. <br />The meeting was recessed at 7:55 p.m., and reconvened at 8:05 p.m. <br />League of California Cities Channel Counties Regional Representative Dave <br />Mullinax <br />Dave Mullinax presented an overview of the Local Taxpayers and Public Safety <br />Protection Act to be on the November 2004 ballot. He noted that since 1991 more <br />than $30 billion of local property taxes have been drained from cities, counties and <br />special districts; the state has used these funds to mance its constitutional funding <br />obligation to public education; the League of California Cities has joined forces <br />with the California State Association of Counties (CSAC) and the California Special <br />Districts Association (CSDA) to sponsor the ballot initiative to put voters in charge <br />of whether local tax dollars should be used to fund state services; and approval of <br />the act will require the consent of a simple majority of the electorate. <br />Lange suggested that Mullinax contact VCSDA (Ventura County Special Districts <br />Association), and Gibson expressed support of the initiative. <br />4. Approval Of Warrants, Exhibit A <br />Accounts Payable Check Registers Total $585,220.19 <br />Payroll Total $222,903.94 <br />It was moved by Jacobsen, seconded by Lange, and carried 5-0, to <br />approve the Consent Calendar as presented. <br />
