December 15, 2005 <br />Page 3 <br />In response to Gibson's inquiries, Marchesano said that staff recommends <br />two gates, one at each end of the access strip, residents will be offered <br />keys, there is no homeowners association in the area, the District will be <br />responsible for both gates, and it has yet to be determined if any other <br />entity has deeded access to the strip. <br />Don Hegarty, Jr., 436 Glenwood Place, said he has not seen many <br />incidents of nuisance behavior, most of the park users live in nearby <br />apartments, his original preference was to do nothing, but he now supports <br />staff recommendation. <br />Sergeant Adford, said that, historically, Estella Park has been problematic <br />to police; one person, a resident of the Glenwood Place community, was <br />responsible for the recent graffiti; statistics indicate that the park does not <br />suffer from greater criminal activity than other areas; and the Sheriffs <br />Department supports good lighting, controlled access and a well maintained <br />property. <br />It was moved by Gibson, seconded by Lange, and carried 5-0 to <br />authorize staff to install lockable gates at each end of the access path <br />between 424 and 430 Glenwood Place and Estella Park, and provide <br />controlled access to residents living within a 500 foot radius of the <br />access, per District policy. <br />Jacobsen said he supports further evaluation of all aspects of the Estella <br />Park operation. <br />Berger inquired if the tennis fence could be extended to prevent balls from <br />going onto adjacent private property.
