October 6, 2005 <br />Page 3 <br />annexation of 326 acres will involve both the CTO and CRPD; and, <br />ultimately, COSCA will be the land owner. <br />Martha Farwell, Thousand Oaks/Newbury Park, spoke in opposition to the <br />proposed picnic facility and parking area. She said it would destroy the <br />beauty of the area. She spoke in support of a botanic garden on the site. <br />John Font!, President of Dos Vientos Homeowners Association, said there <br />was much opposition to the recommendations. He spoke in support of <br />passive open space and equestrian use of the site. <br />Berger announced a written statement card was received from Bob Olson <br />in support of the conceptual plan. <br />J. Lisle Reed spoke in opposition to the recommendations. He said a <br />picnic facility and parking lot would ruin the scenic vistas. He asked whose <br />responsibility it would be to coordinate and conduct public meetings. <br />Roslyn Stewart, Thousand Oaks/Newbury Park, spoke in opposition to the <br />recommendations. She said the area is beautiful and peaceful as it is, it <br />should be protected, and a botanic garden would be fine. <br />Suzanne Duckett, Thousand Oaks, expressed appreciation to CRPD for <br />the community's many parks and open space. She said that Two Winds is <br />a disgrace, and the recommendations would be growth inducements. She <br />suggested that application be made for Proposition 1 t 7 funds. <br />Bryan McQueeney, Thousand Oaks, thanked the CRPD and CTO for <br />purchase of the property, and urged a not for profit approach to the use of <br />the property. He said that an equestrian facility can be more than a <br />boarding site, and urged that work on the conceptual plan move forward. <br />Barbara Kloster, Thousand Oaks, spoke in support of McQueeney's plan, <br />and said the community needs a public equestrian center. <br />Steven Walton, Lynn Ranch, spoke in support of an affordable equestrian <br />facility. He expressed appreciation to CRPD for its support of the <br />equestrian community and praised the recent "Day of the Horse" event. <br />Towne said that the Two Winds site has recently been transferred to <br />COSCA ownership; the recommendations will approximately double the <br />extent of trails on the site; the person, as yet unnamed, to be chosen to <br />
