DEFERRED MATTERS <br />None <br />B. NEW ITEMS <br />A. Recommendations Relative To Rancho Potrero Land Management and <br />Ownership <br />Friedl introduced Mark Towne, Conejo Open Space Conservation Agency <br />(COSCA) Manager, who provided a Rancho Potrero Land Management <br />and Ownership presentation. He identified and discussed the <br />recommendations of the ad-hoc Intergovernmental Relations Committee, <br />including background and financial impact, ownership, planning process, <br />management and control, and concept plan. He said that the conceptual <br />plan identifies a picnic area, restrooms and related parking on the former <br />Olympia Farms location. <br />Friedl noted that the Thousand Oaks (CTO) City Council on September 27, <br />2005 voted to move forward with the recommendations of the committee. <br />He also indicated that the Council would like to ensure that community <br />meetings and input are part of the planning process and that non -profits, <br />such as Ride -On Therapeutic Horsemanship, be included in the planning <br />process. <br />Jacobsen requested that future presentations include topographical <br />information. <br />In response to Gibson's inquiries, Ward explained that currently there is no <br />lead agency; CTO will be lead agency processing the Specific Plan; <br />application to Local Agency Formation Commission (LAFCO) for <br />
