October 6, 2005 <br />Page 4 <br />lead the Specific Plan process will be from the CTO Community <br />Development Department; basic improvements such as drainage and <br />landscaping are being planned, but no significant new structures are <br />envisioned except for the restrooms; and, concurrently, the CTO will enter <br />into a Request for Proposal (RFP) process to solicited a long-term lease for <br />the public equestrian center. <br />Gibson said that a complete environmental review is necessary, the <br />process is problematic, he is concerned with portions of the <br />recommendations, and a lead agency must be identified. <br />Holt, a member of the ad hoc Intergovernmental Committee, spoke in <br />support of the recommendations. She said they will benefit many in the <br />community, controls and limits have been identified, and legal <br />representatives were part of the process. <br />Berger noted that currently there is over 15,000 acres of open space in the <br />community, Olympia Farms is only 1.7 percent of the entire footprint of the <br />property, Two Winds is not a CRPD issue, he foresees a benefit in working <br />with the National Parks Service, the recommendations are not growth <br />inducements, and the process is an open one. <br />.Jacobsen said CRPD tries to meet the needs of the community as a whole, <br />versus a single neighborhood; programs such as youth camping should be <br />investigated; environmental concerns must be addressed; and he <br />requested more information relative to the 11 acres to be reserved for <br />wetland and/or oak woodland mitigation bank for CRPD's use. He stated <br />his support for the concerns expressed by Gibson. <br />It was moved by Gibson, seconded by Jacobsen and carried 5-0 to <br />approve recommendations 1, 2 and 3, as submitted. <br />Friedl said that the recommendations could be approved without California <br />Environmental Quality Act (CEQA) documentation at this point because the <br />process is still in the conceptual stage, with community meetings and input <br />and LAFCO annexation yet to be conducted. He indicated the Board could <br />consider and act on the recommendations, and said a project description <br />will be brought back to the Board. <br />Ward supplied background information. <br />
