June 16, 2005 <br />Page 3 <br />Ward noted that this would be a discussion of the proposed budget, and the <br />budget process is scheduled to conclude with the adoption of budgets for all <br />funds on July 7, 2005. <br />Lewanda provided handouts and relevant information. She said that <br />Proposition 1A passed, and that in the final tally, the District's shift of <br />property tax by the state was reduced from $2,337,000 to $741,000; the <br />proposed 2005-2006 budget was developed using the $741,000 and the <br />ongoing ERAF 1 shift of approximately $1,500,000 annually; property taxes <br />represent approximately 70% of District revenue, and Recreation revenue <br />approximately 22%; Parks and Planning and Recreation Divisions are each <br />allocated approximately 40% of revenues; and currently there are limited <br />funding sources for capital projects. She cautioned that the State continues <br />to seek ways to enhance its revenues, including looking towards local <br />government coffers. <br />Friedl presented an overview of Parks and Planning Division budget issues <br />including the mission, goals, challenges of aging District facilities, and <br />proposed projects. He said that this year some of last year's deferred <br />maintenance projects will be addressed, there are 47 proposed capital <br />projects, graffiti has become a recurring costly problem, two replacement <br />vehicles and a tractor are being proposed, and increased fuel prices impact <br />the budget but rain has helped reduce water costs. <br />Benton highlighted Recreation Division budget issues. She said that $3 <br />million will be generated in activity fees this year, skateboard lessons/camps <br />have generated approximately $25,000 in revenue, and a second instructor <br />has been hired to accommodate the waiting list. She highlighted a few new <br />or expanded projects and camps including Pet First Aid, Touch A Truck, <br />Mighty Mite T -Ball, and homework and after school programs at Redwood, <br />Sycamore, Sequoia, Manzanita and the Teen Center. She noted the <br />Special Education District Advisory Council (SEDAC) Award of Merit to <br />Cecilia Laufenberg for Outstanding Service to Special Children. <br />Lewanda, Friedl and Benton thanked and commended staff members for <br />their work and dedication. <br />There being no one who wished to address the Board, Berger continued the <br />Public Hearing to the next meeting. <br />
