May 19, 2005 <br />Page 4 <br />As no one was in attendance who wished to address the Board, the Public <br />Hearing was closed. <br />It was moved by Lange, seconded by Holt, and carried 5-0 to adopt <br />Resolution Number 051905-13, Ordering Levy of Assessments for <br />LMD92-1 (Dos Vientos), Confirming the Diagram and Assessment and <br />Providing for Levy of Annual Assessment in a Special Maintenance <br />District; that it be read in title only and all further readings be waived. <br />Gibson recommended that staff consider consultants' time and cost in <br />determining whether to require their presence at a Board meeting. <br />C. Adoption Of Resolution Number 051305-C, Directing Preparation Of <br />Engineer's Report, Declaring District's Intention To Levy Assessments <br />For 2005-06, Preliminarily Approving Engineer's Report For <br />Districtwide Park Maintenance And Recreation Improvement District <br />(62-1) And Providing Notice Of Public Hearing <br />Friedl referenced documentation, and stated that: the Districtwide Park <br />Maintenance and Recreation and Improvement District (62-1) was initially <br />approved in 2001; every year, thereafter, the Board is asked to consider <br />and preliminarily approve the Engineer's Report and declare the District's <br />intention to levy the annual assessments, and setting the date, time and <br />place for the required public hearing; due to the most recent State property <br />tax shift, the assessment district is proving essential to the District's ability to <br />provide quality maintenance and to undertake some capital improvements <br />to the park and open space system; Conejo Creek South, Phase 2, <br />Northwood Park and Lang Ranch Community Park are some of the larger <br />projects that would benefit from the assessment; residents in the Dos <br />Vientos and Rancho Conejo assessment districts will only be assessed one <br />half of the proposed Districtwide assessment of $27.77 per single family <br />unit; Resolution No. 05151905-C provides for a noticed Public Hearing on <br />June 16, 2005 to consider the ordering of the improvements and the levy of <br />the proposed assessments; and staff recommendation is adoption of the <br />resolution. <br />Friedl said that the Capitol Improvement Projects report will be presented at <br />the next meeting. <br />
