March 3, 2005 <br />Page 5 <br />Gibson encouraged staff to identify the impact of project components on the <br />environment and the community, provide adequate and substantial <br />information, and encourage dialogue among all interested parties and staff. <br />Jacobsen cited safety concerns relative to the Lang Dam, possible light <br />spillage and adverse affects of potential site activities. Lange expressed <br />optimism in the process and community. <br />It was agreed to refer the document back to staff, to be returned to the <br />Board at a later date. <br />C. Authorization To Accept "Proposal To Provide Assessment Engineering, <br />Levy Administration And Professional Consulting Services With Shilts <br />Consultants, Inc. For District -Wide Park Maintenance And Recreation <br />Improvement District" <br />Friedl provided background information, and said that the three-year proposal <br />with Shilts Consultants, Inc. provides the District with the professional services <br />necessary to levy the Districtwide Assessment and guarantees a flat annual <br />rate of $20,500 plus incidental expenses not to exceed $3,000 annually <br />through fiscal year 2007-08. He noted that the firm has a good history with <br />the District. <br />Gibson said that he is cautious of multiyear, sole source agreements. <br />It was moved by Lange, seconded by Holt, and carried 4-1, with Gibson <br />in opposition, to authorize the General Manager to accept "Proposal to <br />Provide Assessment Engineering, Levy Administration and Professional <br />Consulting Service with Shilts Consultants, Inc. for the Districtwide Park <br />Maintenance and Recreation Improvement District." <br />9. ITEMS FOR DISCUSSION <br />None <br />10. REPORTS AND ANNOUNCEMENTS <br />A. 2004-05 Capital Improvement Projects (CIP) Report <br />In response to Lange's inquiry, Pluth presented an update on Northwood Park, <br />and said that the project is in process and staff is working with City of <br />Thousand Oaks personnel in the development permit phase. <br />
