March 3, 2005 <br />Page 3 <br />Huffer urged recognition of Thousand Oaks High School and Oaks Christian <br />Soccer Teams. <br />In response to Gibson's inquiry, Huffer stated that AYSO planned to meet its <br />monetary commitments through fund raisers like the Pot of Gold Tournament, <br />product merchandising, and corporate sponsorships; and currently AYSO has <br />approximately 2,800 participating youth. <br />It was moved by Holt, seconded by Lange, and carried 5-0 to authorize <br />the General Manager to enter into the Memorandum of Understanding <br />(MOU) between American Youth Soccer Organization (AYSO), Region 9 <br />and Conejo Recreation & Park District for priority use of the Conejo <br />Creek South Soccer Complex. <br />A. Approval Of Draft Project Description To Be Used As The Project <br />Description For Lang Ranch Community Park Draft Environmental <br />Impact Report <br />Friedl stated that this is an information report, he emphasized that no action on <br />the project would be taken tonight, and noted the presence of Eric Wilson, <br />EDAW, Inc. consultant, and referred to the aerial photo of existing community <br />parks and their service areas and the location of the proposed Lang Ranch <br />Community Park. <br />Pluth provided background information, and noted the summary of public <br />comments received. Referencing a map, Pluth identified and discussed <br />project characteristics including lower, middle and upper terraces, proposed <br />parking sites, community center, playgrounds, picnic areas, areas for <br />nonprogrammed activities, access points and trail system. He said that <br />CRPD has provided opportunities for public comment, including a public <br />scoping meeting on September 28, 2004, to help determine concerns, and <br />facilitate recommendations of issues to be studied within an Environmental <br />Impact Report (EIR); If approved, the Draft Project Description will be used as <br />the Project Description for the Draft Environmental Impact Report. He <br />answered questions. <br />Jacobsen spoke of the desire to protect adjacent homeowners and mitigate <br />the impact of site activities. <br />
