February 16, 2006 <br />Page 3 <br />field is available for use this year; there are no substantive changes from <br />the 2005 CVD Agreement and Permit, except the length of the agreement <br />will be shortened by five days; and next week an evaluation demonstration <br />of motorcycles in the rodeo arena will be conducted . <br />Gibson said that he was disappointed that representatives of CVAC were <br />not present to discuss the profit and loss statement and answer questions, <br />and he would have preferred a full financial disclosure. In response to <br />Gibson's inquiries, Friedl said that there will be no parking on the new turf <br />nor an increase in District costs this year; and during Conejo Valley Days, <br />the Teen Center and Goebel Senior Adult Center will be closed. <br />It was moved by Berger, seconded by Lange, and carried 5-0 to <br />authorize staff to execute the CVD Agreement for 2006 and accept <br />2006 CVD Permit Conditions. <br />B. Approval To Accept Financial Statements And Management Letter For <br />Year Ending June 30, 2005, As Prepared By Moss, Levy, And <br />Hartzheim <br />Lewanda referenced the financial statements for the year ending June 30, <br />2005, and highlighted the District's financial position. She stated that, <br />consistent with prior years, the auditors have issued an unqualified or <br />"clean" opinion, meaning it can be stated, without reservation, that the <br />financial statements are fairly presented in conformity with generally <br />accepted accounting principles. She said the District remains debt free and <br />in sound financial shape. She discussed the one area identified for <br />improvement, class identification numbers, and explained that numbers <br />were inadvertently reused, and steps were taken to remedy the problem <br />prior to the audit. <br />In response to Gibson's inquiry, Lewanda said that this year different Moss, <br />Levy and Hartzheim line staff and principal were involved with the audit. <br />Gibson suggested consideration be given to having another audit firm <br />confirm the methodology. <br />Ward thanked Lewanda and members of the finance staff for their efforts, <br />
