Adoption Of Resolution Number 021606-A, For Adoption Of <br />VantageCare Retirement Health Savings (RHS) Program <br />Lewanda highlighted the issue and stated that the existing Memorandum of <br />Understanding (MOU) with the Service Employees Intemational Union <br />(SEIU) requires the District to implement a Retirement Health Savings Plan <br />to assist employees in saving for specified health expenses upon <br />retirement; the proposed plan design provides flexibility within the Internal <br />Revenue Service (IRS) requirements; employees can elect whether or not <br />to participate and at what levels; for most employees, the withdrawals can <br />be made for all IRS allowed medical expenses; and there will be no out of <br />pocket cost to the District except for staff time required to administer the <br />plan. <br />In response to Berger's inquiry, Lewanda said that Board members are not <br />eligible for the plan. <br />It was moved by Berger, seconded by Holt, and carried 5-0 to adopt <br />Resolution Number 021606-A, allowing provision of the VantageCare <br />Retirement Health Savings (RHS) Plan to District employees; that it be <br />read in title only and all further readings be waived. <br />It was moved by Berger, seconded by Holt, and carried 5-0 to <br />authorize the General Manager to sign the Retiree Medical and Dental <br />Expense Reimbursement Plan, the Declaration of Trust, the Plan <br />Adoption Agreements and the Administrative Services Agreements for <br />the VantageCare RHS Plan. <br />D. Authorization To Award Contract For Purchase And Installation Of <br />Play Equipment At Russell Neighborhood Play Park Area <br />Friedl reviewed the bid process. He said that, of three contractors receiving <br />plans and specs, one bid of $52,070, which was less than budgeted, was <br />received from M.D. Structural Contractors, who have completed several <br />recent installations for the District. <br />
