September 7, 2007 <br />Page 2 <br />4. PRESENTATION OF DRAFT STRATEGIC PLAN <br />Consultant Brent Ives facilitated a meeting devoted to the development of a District <br />Strategic Plan, the purpose of which is to set direction over all operational aspects <br />of the District's mission. Topics of dialogue included the following: strategic <br />elements and goals relative to programs, facilities, finances, organization, <br />partnerships, administration, public relations and marketing. He noted that the <br />strategic plan is not yet finalized, it is a forward looking document, and the <br />evening's inputs would be incorporated into the document. <br />Jacobson recessed the meeting at 7:50 p.m. and reconvened at 7:55 p.m. <br />3. ITEMS FROM THE PUBLIC <br />Fran Dustan, Newbury Park equestrian, expressed concern relative to the 200 - <br />person picnic shelter in the proposed conceptual plan of Rancho Potrero. <br />Barbara Kloster noted the District's past responsiveness and expressed <br />confidence in the District. Additionally she noted the third annual "Day of the <br />Horse" September 29, presented an overview of the event, and urged all to attend. <br />Joe Minton, Newbury Park, spoke in support of space for flying silent model <br />aircraft. <br />Don Parker, noted his family's past positive involvement in many District <br />programs. He spoke of the infestation of gofers in an 8.9 acre parcel of <br />undeveloped District property near Avenue de Los Arboles and Erbes Road. <br />Jacobsen referred the matter to staff and requested a future status report on staff <br />efforts. <br />Mr. Parker also submitted a written statement further describing the gofer <br />infestation problem. <br />5. SPECIAL PRESENTATION <br />Ride On Therapeutic Horsemanship Special Presentation — Bryan <br />McQueeney, Executive Director <br />McQueeney referenced the annual report, noted the Ventura Farms Benefit on <br />September 15, and expressed pride in Ride On's accomplishments and <br />
