PRESENTATION OF DRAFT STRATEGIC PLAN Consultant Brent Ives facilitated a meeting devoted to the development of a District Strategic Plan, the purpose of which is to set direction over all operational aspects of the District's mission. Topics of dialogue included the following: strategic elements and goals relative to programs, facilities, finances, organization, partnerships, administration, public relations and marketing. He noted that the strategic plan is not yet finalized, it is a forward looking document, and the evening's inputs would be incorporated into the document. Jacobson recessed the meeting at 7:50 p.m. and reconvened at 7:55 p.m. 3. ITEMS FROM THE PUBLIC Fran Dustan, Newbury Park equestrian, expressed concern relative to the 200 - person picnic shelter in the proposed conceptual plan of Rancho Potrero. Barbara Kloster noted the District's past responsiveness and expressed confidence in the District. Additionally she noted the third annual "Day of the Horse" September 29, presented an overview of the event, and urged all to attend. Joe Minton, Newbury Park, spoke in support of space for flying silent model aircraft. Don Parker, noted his family's past positive involvement in many District programs. He spoke of the infestation of gofers in an 8.9 acre parcel of undeveloped District property near Avenue de Los Arboles and Erbes Road. Jacobsen referred the matter to staff and requested a future status report on staff efforts. Mr. Parker also submitted a written statement further describing the gofer infestation problem. 5. SPECIAL PRESENTATION Ride On Therapeutic Horsemanship Special Presentation — Bryan McQueeney, Executive Director McQueeney referenced the annual report, noted the Ventura Farms Benefit on September 15, and expressed pride in Ride On's accomplishments and
