April 19, 2007 <br />Page 3 <br />It was moved by Lange, seconded by Holt, and carried 5-0 to authorize <br />the General Manager to enter into a Memorandum of Understanding <br />(MOU) with American Youth Soccer Organization, Region 9 (AYSO) for <br />the use of fields at Conejo Creek South. <br />Jacobsen recessed the meeting at 7:45 p.m. The meeting was reconvened <br />at 7:50 pm. <br />A. Adoption of Resolution Number 041907-A, Approval of Preliminary <br />Budget 2007-08 <br />Lewanda stated that this is an annual occurrence, the preliminary budget <br />submitted for Board consideration is the 2006-2007 adopted budget, and <br />the preliminary budget acts as a stimulus to begin the public hearing <br />process. <br />Jacobsen requested that a budget calendar be provided. <br />It was moved by Lange, seconded by Holt, and carried 5-0 to adopt <br />Resolution No. 041907-A, adopting the fiscal year 2007-2008 <br />preliminary budget and authorizing the General Manager to publish <br />the Notice of Adoption; that it be read in title only and all other <br />readings be waived. <br />B. Adoption of Resolution Number 041907-B Directing Preparation of <br />Engineer's Report, Declaring Intention to Levy Assessments for 2007- <br />08, Preliminarily Approving Engineer's Report for Districtwide Park <br />Maintenance and Recreation Improvement District (62-1) and <br />Providing for a Notice of Public Hearing <br />Hare referenced documentation, and stated that: the Districtwide Park <br />Maintenance and Recreation and Improvement District (62-1) was initially <br />approved in 2001; every year, thereafter, the Board is asked to consider <br />and preliminarily approve the Engineer's Report and declare the District's <br />intention to levy the annual assessments; the resolution provides for a <br />required public hearing on May 10, 2007 at 7:30 p.m.; the maximum <br />authorized assessment rate for fiscal year 2007-08 is $29.46 per single <br />family equivalent benefit unit; and the proposed fiscal year 2007-08 <br />assessment rate per single family equivalent benefit Unit is $29.46. He said <br />staff recommendation is adoption of the resolution. <br />
