November 6, 2008 <br />Page 4 <br />It was moved by Holt, seconded by Jacobson, and carried 3-1, with <br />Gibson voting no, to award purchase in the total amount of $67,372.90 <br />for one 314 -ton cab and chassis utility bed truck in the amount of <br />$27,500.14; and two 2-1/2 ton extended cab pickups in the amount of <br />$39,872.76 to Paradise Chevrolet; funds available in the Equipment <br />Reserve Fund. <br />D. Dissolution of Joint Power Authority "Conejo Coalition for Youth and <br />Families" (CCYF) and Creation of Standing Committee <br />Benton provided background information. She noted that when the County <br />withdrew from the JPA , staff discovered that the Conejo Substance Abuse <br />Prevention Authority, the original name of the group, was never formally <br />registered with the State of Califomia as a JPA. Due to the costs of <br />establishing and maintaining a formal JPA and the limited budget for CCYF, <br />the Board of the CCYF unanimously passed a motion to cease calling itself <br />a JPA, and that the School District, Park District and City form a standing <br />committee, composed of an elected official and alternate, to continue to <br />work on youth and family issues. <br />Holt spoke in support of the recommendation. Gibson and Lindsey <br />provided background information. Gibson commended Lindsey and staff <br />for her work. <br />It was moved by Holt, seconded by Gibson, and carried 4-0 to certify <br />"Conejo Coalition for Youth and Families" (formerly known as "Conejo <br />Substance Abuse Prevention Authority") a standing committee, which <br />will include an elected representative from the Conejo Valley Unified <br />School District, City of Thousand Oaks and Conejo Recreation and <br />Park District. <br />9.
