November 6, 2008 <br />Page 3 <br />Gibson and Hare discussed strategies for improving the District's prospects <br />for grant approval. <br />It was moved by Jacobsen, seconded by Gibson, and carried 4-0 to <br />adopt Resolution 110608-A, authorizing the District to apply for grant <br />funding through the California Integrated Waste Management Board, <br />with funding to provide rubberized surfacing to the jogging trail at <br />Northwood Park; that it be read in title only and all further readings be <br />waived. <br />B. Adoption of Resolution No. 110608-B — Approving Memorandum of <br />Understanding (MOU) with Service Employees International Union <br />(SEIU) <br />Lewanda referenced the MOU and identified and discussed the proposed <br />changes. Proposed changes: the term of the new MOU would be one year; <br />salaries would be increased 2%, effective the pay period including July 1, <br />2008, and 2%, effective the pay period including January 1, 2009; salary <br />and benefit changes would be extended to all regular full-time employees <br />not covered by the MOU; and salary changes will be extended to all regular <br />part-time employees not covered by the MOU. <br />It was moved by Holt, seconded by Gibson, and carried 4-0 to adopt <br />Resolution Number 110608-B, adopting the MOU between the District <br />and SEIU, adjusting employee salaries and benefits, as outlined in the <br />submitted documentation; that it be read in title only and all further <br />readings be waived. <br />C. Approval of Purchase of Three Trucks <br />Hare summarized the need for the proposed trucks, the bid process, <br />including vendors, submission bids, and District specifications. Vista Ford's <br />bid for the '/2 ton extended cab pickups did not meet District specifications <br />and Vista Ford and Simi Valley Ford's bids did not meet District <br />specification for the 3/ ton utility bed truck. <br />Gibson expressed concern that District specifications may be too specific. <br />Hare said that District specifications are flexible, except on those <br />requirements necessary for the job intended. <br />
