It was moved by Jacobsen, seconded by Gibson, and carried 4-0 to adopt Resolution 110608-A, authorizing the District to apply for grant funding through the California Integrated Waste Management Board, with funding to provide rubberized surfacing to the jogging trail at Northwood Park; that it be read in title only and all further readings be waived. B. Adoption of Resolution No. 110608-B — Approving Memorandum of Understanding (MOU) with Service Employees International Union (SEIU) Lewanda referenced the MOU and identified and discussed the proposed changes. Proposed changes: the term of the new MOU would be one year; salaries would be increased 2%, effective the pay period including July 1, 2008, and 2%, effective the pay period including January 1, 2009; salary and benefit changes would be extended to all regular full-time employees not covered by the MOU; and salary changes will be extended to all regular part-time employees not covered by the MOU. It was moved by Holt, seconded by Gibson, and carried 4-0 to adopt Resolution Number 110608-B, adopting the MOU between the District and SEIU, adjusting employee salaries and benefits, as outlined in the submitted documentation; that it be read in title only and all further readings be waived. C. Approval of Purchase of Three Trucks Hare summarized the need for the proposed trucks, the bid process, including vendors, submission bids, and District specifications. Vista Ford's bid for the '/2 ton extended cab pickups did not meet District specifications and Vista Ford and Simi Valley Ford's bids did not meet District specification for the 3/ ton utility bed truck. Gibson expressed concern that District specifications may be too specific. Hare said that District specifications are flexible, except on those requirements necessary for the job intended.
