September 4, 2008 <br />Page 4 <br />It was moved by Gibson, seconded by Jacobson, and carried 4-0 to <br />award bid to M.D. Structural Contractors, in the amount of $212,180 <br />plus a 10% contingency amount of $21,218, totaling $233,398, for <br />Conejo Community Park play equipment installation, surfacing, <br />landscaping, and fencing; funds available from account 62 804 811 <br />81303 007 62-4. <br />E. Purchasing Policy Amendment -- Resolution Number 090408-A <br />Hare referenced the submitted resolution and provided relevant background <br />information. He said that the resolution provides additional flexibility when <br />retaining contractors, and bidding for public work projects in accordance <br />with the Uniform Public Construction Cost Accounting Act, Chapter 2. He <br />said that, should the Board adopt Resolution No. 090408-A, staff <br />recommends the Board adopt the amended purchasing policy, which <br />essentially removes District specific references to "public work" projects and <br />replaces those words with a reference to the California Public Contract <br />Code as amended, thus avoiding the necessity of amending the District's <br />purchasing policy every time there are amendments to the Public Contracts <br />Code. <br />Concluding, Hare said that upon adoption of the resolution and approval of <br />amendments to the purchasing policy, bidding rules for public work projects <br />within the District will be governed by the California Public Contracts Code <br />and in accordance with the Uniform Public Construction Cost Accounting <br />Act. <br />It was moved by Berger, seconded by Jacobsen, and carried 4-0 to <br />adopt Resolution No. 090408-A, that it be read in title only and all <br />other readings be waived. The Conejo Recreation and Park District <br />elects under Public Contract Code Section 22030 to become subject to <br />the uniform public construction cost accounting procedures. <br />It was moved by Jacobsen, seconded by Berger, and carried 4-0 to <br />approve the submitted purchasing policy amendments. <br />F. Contract for Purchase of Play Equipment and Small Shade Shelter for <br />Wendy Neighborhood Play Park <br />Hare noted that on April 19, 2007 the Board authorized the General <br />Manager to award a contract to M. D. Structural Contractors for playground <br />equipment purchase and installation services at various District facilities. <br />
