July 31, 2008 <br />Page 3 <br />It was moved by Gibson, seconded by Berger, and carried 4-0 to <br />approve the submitted agreement with Equestrian Trails Incorporated, <br />Conal #37, for use of Conejo Creek West — Equestrian Park, as <br />modified by Board discussion (see underlined). <br />12. ETI shall provide a financial accounting for all activities at the <br />premises. The District reserves the right to audit the <br />accountin_c at any time. The District shall provide at least a 24 <br />hour notice to ETI. <br />13. ETI shall provide the District with a monthly profit and loss <br />statement for the proceeding month by the 15th of each month <br />upon request. <br />B. Proposed 2009 Board of Directors' Meeting Schedule <br />Friedl referenced the proposed 2009 Board of Directors' meeting schedule, <br />and stated that it was created to avoid conflicts with scheduled events and <br />dates of professional conferences. The proposed schedule consists of 21 <br />meetings, the same as in 2008, and additional or special meetings may be <br />added as necessary. <br />Jacobsen stated appreciation for the early presentation of the proposed <br />schedule. <br />Gibson noted that the California Association of Recreation and Park <br />Districts (CARPD) Conference date is still not definite. <br />It was moved by Gibson, seconded by Jacobsen, and carried 4-0 to <br />approve the proposed 2009 Board of Directors' meeting schedule. <br />C. Resolution Number 073108-A, A Resolution Opposing State Budget <br />Decisions That Would "Borrow" Local Government Funds <br />Friedl provided relevant background intormation including the fact that <br />Senate President Pro Tem Don Perata stated he opposes raiding local <br />government and transportation funds. He said that the resolution is <br />intended to send a clear, unequivocal message from the Board of Directors <br />to the State of California that it opposes further raiding or "borrowing" of <br />local government funds to pay for State government services. This <br />borrowing has a destabilizing effect on the District's ability to provide highly <br />valued local government services. <br />
