November 19, 2009 <br />Page 3 <br />Hare provided background information, an overview of the bid process, design layout, <br />including fitness equipment, and building of the labyrinth. He said that as a result of <br />the Board meeting in October 2008, staff developed plans to construct a passive area <br />promoting health and fitness including a fitness station, landscaping and a labyrinth at <br />the former play area at Gerald Drive. Subsequent to a notice to bidders in the <br />Ventura County Star, six bids were submitted. The low bid received from Malej <br />Builders, Inc. meets all required specification; Jerry Cohen Custom iron has been <br />substituted for Fence Factory. Staff is satisfied that Moalej and their subcontractor are <br />capable of performing the work. Since the project bid was higher than anticipated, <br />due to the complexity of the work, staff will seek partners hipslsponsorships with <br />potential user groups in order to offset the additional expenditures. <br />It was moved by Gibson, seconded by Lange, and carried 4-0 to: <br />1. Transfer appropriations in the total amount of $37,000 to CIP project <br />account 62-805-811-81702-018; $17,000 from CIP Thousand Oaks Center <br />Basketball Court account 62-88803-811-81103-008; $20,000 from CIP <br />Districtwide Disc Golf Course account 62-803-811-81003-00. <br />2. Appropriate $13,000 from antenna site lease funds to CIP project account <br />62-805-811-81702-018. <br />3. Waive bid specification requirement for use of Fence Factory as fencing <br />vendor. <br />4. Award bid to Moalej Builders, Inc., in the amount of $116,255 plus <br />contingency in the amount of $23,745, totaling $140,000, for construction of <br />Borchard Community Park Labyrinth and Amenities improvements. Funds <br />in the amount of $140,000 are available from CIP account 62-805-811-81702- <br />018. <br />9. ITEMS FOR DISCUSSION <br />None <br />10. REPORTS AND ANNOUNCEMENTS <br />A.
