June 25, 2009 <br />Page 4 <br />In response to Jacobsen's inquiry, Hare said that the levies are $31.24 per single- <br />family equivalent unit throughout the District, except for properties covered by AD 92- <br />1 (Rancho Conejo) or AD 94-1 (Dos Vientos Ranch) where the levy is reduced to <br />$15.62 per single-family equivalent unit, or half the regular assessment. <br />It was moved by Jacobsen, seconded by Short, and carried 4-0, with Holt not in <br />attendance, to adopt Resolution (dumber 062509-B approving the Engineer's <br />Report, confirming diagram and assessment and ordering levy of assessment <br />for fiscal year 2009-10 (Districtwide Assessment AD 62-1). <br />D. Award of Contract to MUSCO Lighting for Athletic Field Light Improvements at <br />Thousand Oaks Community Park <br />Hare provided background information, including financial status of the project, scope <br />of work, and lighting standards. He said that replacing the 32 -year old athletic field <br />lights with better quality, more efficient lighting would enhance the quality of the <br />recreational programs and increase availability for the field users. The District has <br />been utilizing MUSCO Lighting systems for all District athletic field light needs since <br />2000. In order to integrate the lighting at Thousand Oaks Community Park with the <br />District's athletic field lighting at other District facilities, and since the proposed scope <br />of work is solely for the athletic field light fixture improvements, in accordance with the <br />District purchasing policy, staff requested MUSCO to provide a proposal for the <br />improvements at Thousand Oaks Community Park and did not request other <br />manufacturers to provide proposals. Staff reviewed the proposal with MUSCO <br />representatives, and believes the contract amount to be fair and reasonable. Staff <br />anticipates a $70,000 contribution from Conejo Valley United Soccer Club and an <br />energy rebate of approximately $18,000 from the Ventura County Regional Energy <br />Alliance. <br />Paul Austad, MUSCO representative, explained the new lighting technology and 10 <br />year warranty. <br />Doug Overton, Thousand Oaks, spoke in support of MUSCO lighting and controls. <br />It was moved by Jacobsen, seconded by Lange, and carried 4-0, with Holt not <br />in attendance, to award contract to MUSCO Lighting, in the amount of <br />$277,262.50, plus a $12,737.50 contingency amount, for a total amount of <br />$290,000, for purchase and installation of MUSCO Lighting athletic field lights <br />at Thousand Oaks Community Park; funds available in the next Fiscal Year CIP <br />budget. <br />
