June 25, 2009 <br />Page 3 <br />It was moved by Lange, seconded by Jacobson, and carried 4-0, with Holt not <br />in attendance, to adopt Resolution Number 062509-A, adopting the fiscal year <br />(FY) 2009-2010 and 2010-2011 budgets for all funds, and policy matters <br />contained in the body of the submitted attachments; that it be read in title only <br />and all further readings be waived. <br />B. Approval of Mountains Recreation and Conservation Authority (MRCA) <br />Preliminary Budget for Fiscal Year 2009-10 <br />Lewanda stated that, in accordance with Section 11.3 of the Joint Exercise of Powers <br />Agreement (JPA), MRCA's Preliminary Budget is submitted to the District for <br />approval. The Preliminary Budget was approved by the Santa Monica Mountains <br />Conservancy on June 1, 2009, and by Rancho Simi Recreation and Park District on <br />June 4, 2009. She introduced Jeff Jones, Assistant Financial Officer of MRCA. <br />.cones spoke of the value of partnerships, identified MRCA property in the area, and <br />said that the budget was reduced from $30 million to $18 million, and no layoffs, pay <br />cuts or reduced scope of operations proved necessary at this time. <br />Lange expressed appreciation to Lewanda and staff for their work and the progress <br />made, and said the budget is solid. <br />In response to Board requests for additional information, Jones recommended the <br />MRCA website for complete information on facilities and property. He discussed <br />funding sources, noting that many funds are generated in-house. <br />It was moved by Jacobsen, seconded by Short, and carried 4-0, with Holt not in <br />attendance, to approve the Mountains Recreation and Conservation Authority <br />(MRCA) Preliminary Budget for Fiscal Year 2009-10. <br />C. Public Hearing - Adoption of Resolution No. 062509-B Approving Engineer's <br />Report, Confirming Diagram and Assessment and Ordering Levy of <br />Assessment for Fiscal Year 2009-10 (Districtwide Assessment -- AD62-1) <br />Hare referenced documentation. He stated that on June 11, 2009 the Board directed <br />preparation of the annual Engineer's Report for the Districtwide Assessment (62-1), <br />preliminarily approved the Engineer's Report and set the date, time and place for this <br />Public Hearing to consider the final approval of the Engineer's Report, confirm the <br />diagram and assessment, and order the levy of assessment for fiscal year 2009-10. <br />The submitted resolution confirms and approves the final Engineer's Report for the <br />Districtwide Park Maintenance and Recreation Improvement District (AD 62-1) and <br />confirms the levies contained therein. <br />
