July 15, 2010 <br />Page 4 <br />It was moved by Jacobsen, seconded by Holt, and carried 5-0 to authorize <br />General Manager to forego collection of fees for permit #5356 ($14,233.00), <br />permit #5125 ($42.25) and permit #15138 ($15,254.25) in the total amount of <br />$29,529.50 so that Amateur Baseball Development Group may use said funds <br />for picnic area, landscaping, and shade covering improvements at Conejo <br />Creek Ballpark; And... <br />to authorize General Manager to enter into a grant agreement in the amount of <br />$30,000 with Amateur Baseball Development Group for picnic area, <br />landscaping, and shade covering improvements at Conejo Creek Ballpark. <br />Gibson appointed Short and himself to the ad hoc committee to discuss issues <br />regarding future maintenance, operations and improvements at the Conejo <br />Creek South Ballpark. <br />C. Award Bid for Northwood Neighborhood Park, Phase 2 Construction <br />Kouba reviewed the bid process. Two bids were received; the bid from Malibu <br />Pacific, a local company, meets all the required specifications; and they have <br />completed numerous projects for the District. Additionally staff asked for and received <br />supplementary bid line items for various sections of jog trail, and of these, the existing <br />dirt trail, "Alternate Jog Trail 5", was chosen. He reviewed the project financial status.- <br />CIO <br />tatus:CIO Funds, $178,000; grant from CA Integrated Waste Management, $42,000; grant <br />from Land & Water Conservation Fund, $128,000. <br />It was moved by Lange, seconded by Short, and carried 5-0 to award bid to <br />Malibu Pacific Tennis Courts, Inc., of Westlake Village, in the amount of <br />$308,600, plus a contingency amount of $30,900, totaling $339,500 for <br />Northwood Neighborhood Park Phase 2 Construction. <br />D. Proposed California Special Districts Association (CSDA) By -Law Changes <br />Fried[ referenced the documentation and explained that CSDA's Elections and Bylaws <br />Committee and the Board of Directors have approved changes to the bylaws and now, <br />in accordance with existing bylaws, are seeking a majority vote of a quorum of <br />Regular CSDA members to support the proposed changes. He said that staff is <br />comfortable with the proposed amendments. <br />
