California Special Districts Association (CSDA) Board of Directors Election <br />Friedl referenced the correspondence relative to the election of CSDA Board of <br />Directors, Seat B, Region 5, and identified the candidates as John DeMonaco, John <br />R. Fox, Elaine Freeman, and Manuel Lopez. <br />It was moved by Lange, seconded by Jacobsen, and carried 5-0 to nominate <br />John R. Fox, incumbent, as nominee for Seat B, Region 5 of the CSDA Board of <br />Directors. <br />B. Agreement with Senior Concerns for Site Coordination of the Senior Nutrition <br />Program <br />Wiley provided background information. He said that for more than five years, the <br />Senior Nutrition Program was administered by the City of Thousand Oaks in <br />partnership with Senior Concerns and the District. Recently, at the City's request, the <br />District assumed responsibility for administration of the program. <br />In response to Board inquiries, Wiley said that all costs associated with contracting <br />Senior Concerns to administer staffing of the program are covered by a grant and <br />fees/donations collected, There is no need for additional equipment at this time. A <br />salad bar is already part of the service and, in addition to food, the meal provides a <br />socialization opportunity for seniors. <br />Gibson lauded staff for expansion of the District's role in the community, and <br />suggested that the community be kept informed. <br />It was moved by Holt, seconded by Short, and carried 5-0 to authorize the <br />General Manager to enter into agreement with Senior Concerns for site <br />coordination of the Senior Nutrition Program. <br />C. Award Bid for McCrea Ranch Visitors Center Project <br />Hare reviewed the bid process. A notice to bidders was advertised, a mandatory pre- <br />bid meeting was held on site, and four bids were submitted. The low bid received from <br />
