June 17, 2010 <br />Page 3 <br />Friedl reviewed relevant past matters, including the June 2, 2010 Board meeting, at <br />which the Board took no action on the question of whether or not to support a <br />proposed amendment to the Rules & Regulations of the Ventura County Special <br />Districts Selection Committee, and clarified the options relative to the proposed <br />amendment. <br />It was moved by Lange, seconded by Jacobsen, and carried 3-1, with Gibson <br />opposed, to approve the proposed amendment to the Rules & Regulations of <br />the Ventura County Special Districts Selection Committee. <br />C. Approve Mountains Recreation and Conservation Authority (MRCA) Preliminary <br />Budget for Fiscal Year 2010-2011 <br />Lewanda stated that, in accordance with Section 11.3 of the Joint Exercise of Powers <br />Agreement (JPA), MRCA's Preliminary Budget is submitted to the District for approval. <br />The Preliminary Budget was approved by the MRCA Board on June 2, 2010, and the <br />final budget will be available in August. Few changes are expected. She noted that <br />$7 million was recently spent buying property. <br />In response to Jacobsen's inquiries, Lewanda said that MRCA's budget generation <br />process is similar to the District's. She also noted that there have been no staff <br />reductions and MRCA staff has not had a CPI --consumer price index-- increase for <br />the past five years. <br />Lange and Jacobsen spoke of the needs of the people served by MRCA and the <br />diversity of MRCA land, both in terms of geography and project type. The Ballona <br />Creek project was discussed. MRCA was praised as a full service organization, <br />including trained rangers. <br />It was moved by Jacobsen, seconded by Short, and carried 4-0, to approve the <br />Mountains Recreation and Conservation Authority (MRCA) Preliminary Budget <br />for Fiscal Year 2010-11. <br />D. Award Bid for Northwood Neighborhood Park, Phase 2 Construction <br />Continued. <br />
