June 17, 2010 <br />Page 2 <br />Gibson declared the Public Hearing open. <br />Joe Pagano, Thousand Oaks, expressed concern relative to the current economic <br />condition and litigation costs for the Lang Ranch project. He said that a majority of the <br />residents in the Lang Ranch area would prefer a smaller facility, and urged the District <br />to build a smaller park. <br />no one else wished to address the Board, the Public Hearing was closed. <br />It was moved by Jacobsen, seconded by Lange, and carried 4-0 to adopt <br />Resolution Number 061710-B, adopting the fiscal year 2010-2011 budgets for all <br />funds, and policy matters contained in the body of the submitted attachments; <br />that it be read in title only and all further readings be waived. <br />8. NEW ITEMS <br />A. Adopt Resolution No. 061710-A -- Approving Execution of the Joint Powers <br />Agreement (JPA) Creating the California Association for Park and Recreation <br />Indemnity (CAPRI) <br />Friedl referenced documentation, and provided background information. He said that <br />District staff has been evaluating joining CAPRI for some time. Currently, the District <br />is paying approximately $182,000 for its Liability, Property and Crime policies. The <br />CAPRI proposal, which includes generally comparable coverage and in some cases a <br />better coverage, is estimated at $112,000 for an annual savings of $70,000. Joining <br />CAPRI is a three-year commitment. CAPRI has provided a stable market and <br />insurance coverage for risks that are common to recreation and park districts through <br />cost-effective, fiscally sound and equitable combination of self-insurance, excess <br />insurance or reinsurance. <br />Gibson commended CAPRI leadership, and noted that skate parks are covered under <br />CAPRI. <br />It was moved by Lange, seconded by Short, and carried 4-0 to adopt Resolution <br />Number 061710-A, approving execution of the Joint Powers Agreement creating <br />the California Association for Park and Recreation Indemnity (CAPRI); that it be <br />read in title only and all further readings be waived. <br />B. Proposed Amendment to the Rules and Regulations of the Ventura County <br />Independent Special District Selection Committee <br />
