March 4, 2010 <br />Page 3 <br />annexation. The resolution reaffirms that it is the District's desire to have Rancho <br />Potrero become part of CRPD's jurisdictional boundary. The City intends to take the <br />Specific Plan and associated applications to the Planning Commission and the City <br />Council in the near future. <br />In response to Jacobsen's inquiry, Hare said it is expected that recreation activities <br />will be underway by the summer of 2011. <br />Lange recused himself due to his involvement with LAFCO. <br />It was moved by Holt, seconded by Jacobson, and carried 4-0, with Lange <br />recused, to adopt Resolution Number 030410-A, A Resolution to Expand the <br />Boundaries of the Conejo Recreation and Park District to Include a Parcel of <br />Rancho Potrero; to work with the City of Thousand Oaks and apply to the Local <br />Agency Formation Commission (LAFCO) to expand the boundaries of the <br />District to include the 326 acre Rancho Potrero; that it be read in title only and <br />all other readings be waived. <br />C. Draft Five Year Strategic Plan Update (2010-2014) <br />Friedl reviewed relevant information and referenced the documentation. He stated <br />that most of the Strategic Planning update meeting was devoted to discussing the <br />anticipated future challenges and opportunities facing the District and to identifying <br />potential additional strategic goals to be added to the District's Five -Year Strategic <br />Plan. He called attention to the bullet point strategic goals and said staff organized <br />the bullet points to fit within the existing strategic elements. <br />Gibson stated that he and Friedl recently met with Mayor Gillette and City Manager <br />Mitnick to discuss whether both entities may be interested in a new senior center in <br />Newbury Park. It was suggested that exploring this possibility be included in the <br />Strategic Plan in the Facilities Section. Jacobsen voiced his support. <br />Jacobsen suggested modification of the third bullet under "Facilities" to include, prior <br />to consideration of disposal of district -owned parcels, thought should be given to <br />programming alternatives at these locations. <br />At the Board's request, Friedl and staff said staff will explore further public relations <br />opportunities with T.O.T_V., and beneficial collaboration and partnerships with other <br />entities. <br />It was agreed that staff would return with an updated Strategic Plan for <br />approval. <br />
