February 4, 2010 <br />Page 3 <br />It was moved by Jacobson, seconded by Lange, and carried 5-0 to refer the <br />M.N.D. back to staff for modification and resubmit it to the Board as <br />expeditiously as possible. <br />A. Readoption of District Investment Policy <br />Lewanda referenced documentation and provided relevant information. She said that <br />Goverment Code requires the Board to annually authorize the delegation of <br />investment, authority, which is best accomplished by reviewing the District's <br />investment policy. She noted that section 5.1.1 has been added to require Board <br />authority prior to modifying the current District investment practice of investing only in <br />State and County pools. Section 5.4. states that two signatures — that of the General <br />Manager and Administrator, Management Services — shall be required for any <br />purchase of C.Ds or other type of investment, except pools such as LAIF and Ventura <br />County Investment Pool. <br />It was moved by Holt, seconded by Lange, and carried 5-0 to adopt the <br />District's investment policy. <br />B. Reclassification of Youth Outreach Position <br />Benton referenced documentation and provided pertinent information. She said that <br />the rationale of staff recommendation, to reclassify one full-time Outreach Worker <br />position to two part-time Outreach Specialist positions at range placement 29, is to <br />provide a flexible staffing model for the Outreach programs and provide a high level <br />of customer service. One full-time Outreach Worker position will remain at a range <br />48. <br />Benton, Lindsey, and the Board discussed benefits, salaries, duties and the ability to <br />recruit part-time professional employees. <br />It was moved by Lange, seconded by Short, and carried 5-0 to approve the <br />reclassification of one full-time Outreach Worker position to two part-time <br />Outreach Specialist positions. <br />9.
